access to the Arctic. New shipping routes and
territorial disputes will come at the expense
of the Arctic region as an independent and
living territory. Hyper-Borea inserts itself at
the intersection of these conflicting interests
by implementing an autonomous system that
allows the arctic to govern itself with the aim of retaining autonomy by balancing capital gain
and ecological stability.
By decoding existing Arctic abiotic and biotic
resources, Hyper-Borea attempts to understand
the ecological workings and impacts of
increased human activity in the Arctic. Hyper-
Borea simulates the complex and changing
environment of the real world in a game-like
way and engages players from around the world
through the game to assist Hyper-Borea in
making real-world decisions and managing the
ocean rationally and sustainably, refining system.

According to “unclos”, The Central Arctic Ocean does not belong to
any country. Also, 'Agreement Bans Commercial Fishing in the Central Arctic
Ocean' claims that
commercial fishing is illegal until science-based quota and rules are put in
place.
We find it is our opportunity to achieve autonomy for the arctic in this Area.
So, what is the sentient system? What does
the system perceive? Resource structure is the foundation of the sentient
system and Resource value is the key to the sentient system. If an ecosystem wants to make a
decision, it should know its health status in real-time, then its
decisions will be scientific and informed.
